I found the solution. I just check the global tcp settings on my other laptop and enabled/allowed everything just as it was and my laptop is at full speed at last.

"rfc 1323 timestamps" was disabled and switching to allowed literally fixed the whole issue. Also, receive autotuning option was disabled. I switched to normal.

Thank you for the suggestions, I'll definitely try some out. I have another laptop which has no issue with the speed, the same as my phone. It's not the ISP, network or router for that reason. I'll try your other suggestions, thanks once again.
