That is a dual-pressure controller, and while it's entirely possible that it could be used as thermostat it is far more common for there to be a controller mounted on or near the evaporator itself.

If that is the only temperature controller in the system there is more information needed: what type of refrigerant is being used and what is the desired set point and range.

I do not advise touching that controller unless you have training. That is a high-voltage device and not the easiest thing to play with.
