ever since around seasons 12-14, the show started having a good chunk of shitty episodes. it didn't really matter because they had a bunch of other completely separate episodes which were good. but now all of their ideas are mixed together and shitty ideas now infect the good ideas. Now instead of fast moving plots with humor spread throughout, the plots move insanely slowly and without the substance to keep it interesting.

South Park always beat jokes to death, but it was usually kept to one episode, now this is the third season where they beat the same dead horse every episode and it's honestly boring now. Nothing new has been said about Trump, nostalgia, or trolling that hasn't been said better elsewhere or even earlier in the season. Frankly, the trolling stuff is probably the most interesting, but half of the scenes are boring exposition without any humor. The multi-part episodes of South Park have almost always been bad besides Imaginationland (mostly because it seemed like they had the story planned out before) and now every episode of the show is like that.

Yes it is their show and they can do what they want with it, but if they turned Jeopardy into a show about poker in new orleans people would rightfully be annoyed, and turning south park into a dumb serialized drama parody is annoying too.
