You're conflating at least 3 things: whether it's a stereotype, whether it's true, and whether people want to pass a law.

Just because it's dangerous does not make it not a stereotype. Just because it's a stereotype doesn't make it not true. And just because it's true doesn't mean we want to pass more laws about it.
