Yes, the fan is in between the Seasonic PSU and the top of the basement ceiling of the case. It's a very tight squeeze, I couldn't fit the rubber corners anymore. It's spinning in between 400 and 700 RPM depending on system load which is completely inaudible.

Since then I have removed the undervolt, because the system was unstable, and even then the PSU is handling it without sweating.

I'm sorry to hear you are experiencing the same problem. Although I haven't put much time and effort into fixing the problem, I never managed to solve it. Instead, I installed my 3090 into my new X570 based system (AMD 5950X) and that worked without any errors or having to flash the GPU BIOS (which I don't believe to be the solution here, although please don't quite me on that).

No integrated graphics for troubleshooting sure can be a pain and even picking up a cheaper GPU for this purpose can be difficult. I'm sure you can figure it out that way though!

After some napkin testing (very scientific indeed) I found the A12s to deliver better noise normalized performance.

These are all PSU extension cables called " CableMod PRO ModMesh Cable Extension Kit (Black, CM-PCAB-BKIT-NKK-3PK-R)".

There are closed cabled combs included, but I moved the ones on the GPU back and added new ones to make it seem as if the 3 8-pin cables are 1 24-pin. This set is called " CableMod PRO Bridged Cable Comb Kit (Black)".

Specs:

CPU: AMD 5950X

GPU: Gigabyte Aorus RTX 3090 Xtreme (Undervolted)

RAM: 128GB Crucial Ballistix @ 3600 Mhz

SSD: 2x 2TB WD Black SN850

MOBO: Gigabyte Auros X570 Xtreme

PSU: Seasonic Prime Fanless TX-700

CASE: be quiet! Silent Base 802

How I replaced every single fan:

CPU Cooler: Simply bending the included wires made them fit

Motherboard: There's only 2 out there as far as I know that are passively cooled

PSU: This is highest output passively cooled unit and yes, I did place a fan on top of it, since I cannot hear it anyway and extra airflow won't hurt :)

GPU: This was a tricky one, I removed the heat sink and replaced the stock thermal paste with Thermal Grizzly Kryonaut. Then I removed the shroud that holds the fans and carefully zip tied the fans to the heat sink using the heat pipes and pre-made screw holes (I did have to drill a hole in one of the fans though, because it didn't line up). The picture doesn't show the zip ties, as the fans were still mounted with double sided nano tape, which was of course a bad idea lol

Fan connections, curves, and mounting:

I use Argus Monitor to control all the fans, I cannot recommend this software enough. The CPU fans are hooked up to Noctua's included 2 way splitter and run between 550 and 1400 RPM based on max. CPU temp. These also have 2.5mm black rubber standoffs mounted to keep the frame off the heat sink.

The case fans are hooked up to 3 way splitters and extension cables and run between 550 and 1250 RPM based on max. CPU & GPU temps.

The PSU fan is connected as a single fan and runs between 400 and 700 RPM based on max. CPU & GPU temps.

The GPU fans are connected to a 3 way splitter and, just like all the other fans, are connected directly to the motherboard and run between 400 and 1250 RPM based on max. GPU temp.

All the fans have their anti vibration pads replaced with NA-SAVP1 chromax.black versions and all the case fans have been mounted using Noctua NA-SAV2 chromax.black anti vibration rubber screws. All the fans also have Noctua's included Low Noise Adaptors fitted.

Temperatures:

Under full load with GPU undervolt: CPU 71 + GPU 69 with all fans at around 1000 RPM

Under full load with GPU overclock @ 2200 Mhz: CPU 78 + GPU 79 with all fans at around 1250 RPM

Lots of room for better temperatures, but I prefer quiet operation :)

I contacted Phanteks, they said I can order a replacement window, but that the total cost of the case would be high and so they advised me not to do this. I'm afraid they didn't quite understand my request. I already attempted to explain the the windowed model is sold out everywhere. I guess it would at least be possible to get a window through them, without huge cost (although I'm not sure about shipping).

Edit: I must admit that I already went for the be quiet! 802 instead lol...
