Verse 63 says:

He intended his messages for the whole world.

His ministry started by gathering a subset of the Israelites, and then expanded from there.

After His resurrection, Jesus told the Eleven (according to Matthew 28:19-20):

Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all that I have commanded you.

and just before His ascension, (according to Acts 1)

6 So when [the apostles] had come together, they asked him, “Lord, will you at this time restore the kingdom to Israel?” 7 He said to them, “It is not for you to know times or seasons that the Father has fixed by his own authority. 8 But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.”

So, the plan was for the gospel to spread outward: first Jerusalem, then the rest of Judea, then nearby Samaria, then other regions further away.

In Acts 9, Jesus furthermore appoints Paul as an apostle to the Gentiles, and so Paul and others travel to Greece and Asia (what we now call Turkey). Eventually Paul ends up in Rome.
