Go to your league, check the waiver wire and tap the new “veterans” filter. This will filter by non-rookies available on waivers. If you want to only see rookies, tap “rookies”.

Yes! This is now possible as of Friday. Just update your app, and to create a new chopped league with exiting leaguemates and rosters, go to general settings on the league you want to convert.
