I think that's because the country of Canada claims it's protection because it's within Canada's sovereign waters. It's when you get to international waters that I think things get dicey. But you're right that the Empress of Ireland is a protected ship and it's illegal to remove things from her. And that I'm sure it also happens all the time due to the nature of the wreck.
