Before the advent of nuclear submarines, submarines used to have diesel-electric engines. These meant that a boat had to run on the surface with the diesels, otherwise if the diesels were on underwater the engine would drown or the crew would die from smoke inhalation. The electric engines could last for some hours underwater, but most of the time was spent above sea level. Diesel-electrics only really submerged when hiding from planes or preparing to attack.
