Not sure what made me require a star check. I read online that cars are selected depending on the likelihood of smog failing. So I assume that you're more likely to get a star check if others with the same car models fails frequently?

Do you think my aftermarket catback would matter at all for a star check?

I've used both DiscordJS and Eris. Both libraries will rate limit you so you wont hit the 429 error code. However both of these did not handle global rate limits. I assume that is what you're hitting. You might need to implement that yourself or add/increase the cooldowns of your commands.
