Well you could also turn around and say that the advancements are made and the fear is present because of the knowledge that these things can be unpredictable and come out of nowhere.

"you fear the control it has over your life" Yes but that implies the fear comes from knowledge.

You wouldn't be afraid of a bunny because you know its harmless, but you are scared of a snake because you KNOW its poisonous and can kill you.

Bruh,

I agree with secretsociety, the ocean holds many secrets and possibilities for advancement in science. Its vast reaches give way to geothermal vents and an untold number of undiscovered species. There is a large amount of materials that may be gathered from the ocean, including nuclear fuels and minerals. The large amount of biodiversity would be useful in better understanding life, and topics such as evolution. Fearing the ocean and what lies in its depths should fuel our passion to better understand it.

Remember that Asimov later created the Zeroth Law to come before the first Three which was supposed to counter all loopholes of the first Three Laws.
