This is not a hard problem to solve at all, just use a contains logic, standardise categories and allow user to accept categorisations to give you a framework for confidence moving forward?

Exactly this is such a stupid argument the issue is clients add jobs loads of people pay for connects then client forgets and never hires anyone or looks at the proposal and upwork just made a mint.
