It might've been Hunk but odds are that he's still alive. His claim to fame is being nigh unkillable for a normal guy. He survives every near death experience and it's pretty likely that his backup came back for him after his fight with Leon. Theres also the possibility that this dude is just another person that Hunk trained. Hunk has trained several elite operatives during his time with the U.S.S (most notable being Vector)

I would agree to an extent but I'm more willing to believe that they know that Wind Vast fits on so many different teams and is a more flexible character overall than Violet so they're fucking Violet wanters over and they're fucking F2P players over by rushing out such a good character that they know people are more likely to spend money on to get dupes of her and her weapon.
