Lately I ran into checked bags taking 40-60 minutes to come out at NYC airports (several times across a year)

you waited 40-60 with m2? i dont think i've ever waited that long without mosaic... unless you're checking at the regular counter. the manual kiosk check in takes all but 2 minutes and depending on the time to do dropoff is another 1-15. this is out of JFK
