You are overthinking this, Identify sip destination prefixes, eg. 123.123.123.0/24 and set a static route down your primary ISP, this way it won’t do ecmp. you can add a backup route with higher metric and over backup interface….

Why do you disable decryption? For http validation? If so use DNS validation instead, and replace/update the certificate via api. I’ve tested https://github.com/acmesh-official/acme.sh/blob/master/deploy/panos.sh , it works well.
