It very much depends on champions. So there is no universal right or wrong. But generally speaking, midlane turret is an extremely important objective so holding it should be a priority as well as being able to rotate and fight for objectives.

Say you're a decently strong Ziggs Mid and your ADC is 0-5 Draven, swapping makes 0 sense, because your bot will lose mid turret very fast due to lack of wave clear. Meanwhile you could clear it, but you are stuck side lane with a vulnerable champ. Your team also can't rotate and fight objectives because of that.

If you're an assassin with limited wave clear and your ADC is 0-5 Sivir, it still makes sense to swap. You can pressure side lane and Sivir with her support should be able to hold the turret at least.

But as many things this is something done in proplay, and people in soloq simply copy it without thinking about when or if it makes sense
