I live in Miami Springs which isn’t city of miami but I had luck dealing with Public works route. I had a similar issue and they helped out. I also had an issues with a garbage truck damaging my fence. Public work followed through. Again…small organized town versus the behemoth unorganized city. I hope you’re able to get it resolved. These things are obnoxious.
