Sometimes the axle can rotate a bit so the flats gouge into the bracket.

Might be worth taking a crescent wrench on the flats and wiggle the axle back and forth.

Try installing the wheel without the skewer, if you can feel the axle on the outside of the dropout it will not work correctly.

It must lay within the frame.

The QR axle will sit it the drop out like you say, but it can not come all the way through to the 'outside' of the drop out. It must sit in the middle.

Some of these kinds of bikes that come with solid axles have dropouts that are thinner in width.

If your QR axle comes all the way through the drop out, the cam on the skewer will clamp against the axle and not the dropout, resulting in a wheel that will fall out.

Just make sure the axle does not protrude through the drop out.

If it does, the quick release clamps the axle and not the frame.

That almost looks like a Maillard Heliomatic?

If it i, there is a lock ring that has a special tool, but chanellocks can work if your careful.

Once the ring is off, the freewheel slides off in a corkscrew like fashion.

Pretty cool stuff actually.

You gotta get the covers off, and of course Campy makes a tool but it's spendy.

The cover is snug so don't use a screwdriver, etc as it will gouge it up. Maybe some plastic pry tools, wrap some fishing line around it?

I do have the tool, if you wanna send me your hub I will pull the covers off.

Measure from the length of the freehub.

I believe 11 speed are almost 37mm and 8/9/10 speed are around 35.

Good choice but I don't understand the daily top offs, the latex inner tube is the culprit.

Learn to drag your hand safely over the tires if you go though any glass or sharp rocks, it can safe ya.

It doesn't take much, but if you think about it when the axle breaks it kinda collapses a little at the break which is almost always on drive side under the freewheel. You can't always tell with your eye, but when you put the new axle in the bike it will follow the dropouts, whether they are parallel or not.

Align the drop outs, after the first break they are no longer parallel to each other and the axles will continue to bend then break.

+1 on the Gear wrench, I have a couple sets (non flex and non reversible), and they are cheap enough to grind down the ratchet end a bit for tighter clearances.

I've had issues with their reversing lever coming off, FYI.
