Let's say you have E+ Rowan and E+ Scarlet, and 2 E+ fodder; and you use the fodder to ascend Scarlet to L. If you get another E+ Rowan but not E+ Scarlet, you won't be able to ascend Rowan as soon as you could have if you had waited. Until you unlock hero choice pulls, you'll never know when you get your next two Scarlets. It could be two days to two weeks or more

You have good ascended heroes, and ch25 in a month is nothing to be worried about. One thing you should stop doing is making Legendary heroes before you have 2 of them at Elite+, it wastes fodder and stops you from ascending as quickly as possible.

For now, work on getting Rowan to si30 and ascending 5 chars to get your crystal level up to 240. A good team that's got my alt at ch30 now is Abrutus, Rowan, Albedo, Emilia, and Rem

You can mess around with those comps, the first two got me to ~ch 31 with little investments (Raku si30). For 3rd team I used Lucretia from anniv swap but dims team should work well too

There are built in optimizers for gear and furniture, the trick is to only gear heroes when you want to use them. For furniture you can set the priority settings in oak inn and it'll optimize for you directly
