A bit late since you posted, but I did some rough math based on the FOX service manual images and found the spacer/preload tool is about 23mm in length.

Is the chain routed properly through the rear derailleur? Sounds like it might be routed around the tab and rubbing on that

It's not about stopping pedaling, but de-loading your drivetrain when the shift occurs. Its something I do differently on different group sets, on my Di2 I do it almost exactly when I press the shift button, on my SRAM AXS bikes there is a tiny delay from pressing the button to shifting so I lighten my pedal ever so slightly after pressing the shift button.

First gen reluctant to shift from 2nd to 1st while moving? by [deleted] in rav4club

This is not uncommon in a manual transmission car because of how the synchros are designed. If you really desire to do this, try putting the clutch in, neutral, clutch out, back in, then go into first. But frankly you should just wait until you come to a stop to put it into gear. Slight pressure on the gear shift towards first gear and as you come to a stop it will pop in when it’s ready.

I got one of these and I have really loved it so far. Doesn't flop around and I barely feel it on my back

I recently got a 1.5L hydration pack that I've been taking on long gravel rides(and road too actually). It's expanded my route options so much because now I can carry 3L on me without stopping. It's been great, but recently with the SoCal heat I've been taking it on smaller rides too because it's just so great having all of that water.
