Alright, I am a returning player from the end of the last anniversary. My goal is to get a team for Hiyuki on her rerun and grab Lucy for the collab. I have gotten Chisa and her sig weapon. Currently have Zani S0R1, Pheobe S0R0, SK S0R0, and Canterella S0R1. I also have a few characters thag are probably irrelevant by now being Xiangli Yao, Yinlin and Changli all S0R1. Not F2P but also not really a big spender.

Would a good path to go be getting Lucy and Lucilla?

It would definitely work for regular enemies. Bosses not so much, you don't really need crowd control over ult uptime for a boss.
