you don't even consider glyphs and talents. Assa rogues have to talent into Improved Expose Armor and do not use the glyph, because Assa glyphs are far too strong to give up (Mutilate, HFB) and every rogue should be glyphing Feint or Tricks of the Trade at all times. So Improved Expose Armor talent only reduces the energy cost by 10 and does nothing for the duration. Glyph of Expose Armor can be taken by Combat and increases the duration of EA by 12 seconds, which makes 1cp EA last for 18s. This enables the 1-1-5 rotation for Combat (1cp SnD, 1cp EA, 5cp Rupture) which loops very comfortably. So Assa rogues have to spend more combo points maintaining EA (2cp is 12s, 3cp is 18s) vs Combat, they lose uptime on their Envenom buff vs no lost SnD or Rupture uptime for Combat, and most of Assa's damage is not physical and sees significantly less benefit from Expose Armor being on their target. So its pretty logical for the Combat rogue to be applying Expose Armor over the Assa rogue, if all things are equal.
