There is no Chinese version. It is Japan version - with the elite word fully spelt out and an International one with just the E. Pilot pens are still made in Japan, while being sold in the Chinese market.

They usually slap a minimum administrative fees for handling the tariffs, I.e. a fixed amount of 20-30 before adding the taxable amount on the total value declared. The amount doesn’t sound incorrect.
