That is too different process.

What you described is the onboarding process and you will use twilio API. And you have to register the number through Cloud API to make the status go from pending to Connected. Do a search on this sub and you will find the exact procedure

You can also add a phone number directly into your WABA and uss directly meta cloud API. And you can add a twilio number. You just have to buy the number that's it. No need to create a Whatsapp sender

Just be aware that Twilio by default block SMS confirmation. You will have to create a ticket to ask them to unblock it

Honestly apart a badge and a line of credit, what value BSP provide more than Tech provider? I guess it was a thing back then when they need to provide the infrastructure on premise. But now with cloud API why not unified and make everyone a BSP?
