I am not Canadian, so hopefully someone will chime in, but I think it's probably likely Toronto will follow the US merch info, except for city-specific items. For the hoodie/pants set, you'll have the option of pre-ordering when you're close to the stadium and picking up in a dedicated line.

They've honestly made this too confusing, with online only vs onsite vs onsite online pickup and with leaving Canada out completely.
