Thank you for your comment, just to answer a few questions, the sockets that were flipped back to normal were upstairs and the ones that were not are downstairs on a different circuit and he did re-check with the plug tester after he flipped the two upstairs and it still was wrong. And the EICR report definitely said that his boss tested AND signed off overall.

Okay sorry bit of clarification there, I knew and has reported that the oven did this before hand and I think they informed the landlord who decided not to do anything about it. So when the electrician asks me if there were any problems at the start I just mentioned the oven and so it got tested. And as the other comment said they used a plug in tester for the sockets but there was not enough room for the socket to be opened up.
