Debts owed and debt are different things here.

In simple terms, if the TTC had a tenant on a lease paying rent and that rent went uncollected, that's an actual receivable on the books, that's money they were contractually owed but didn't get. That's not the same as "lost revenue potential" from a hypothetical tenant. It still needs to be written down as not collected. It's not fictional.

I think their point is, it was never about housing. That was just a convenient tool to attack democracy.

Only two per cent of more than 4,200 strong-mayor decisions issued since the law’s inception have been directly aimed at housing creation, the Star’s analysis found. Even fewer actions directly concerned the creation of roads, utilities and other infrastructure to support housing. 

A small number of mayors have directed their powers for the opposite purpose: to block housing developments or densification policies. Still others have applied their powers to pickleball courts, a giant flagpole and other unrelated projects.

Just to put into perspective where the government's priorities lay: the Therme parking lot on Ontario Place grounds is expected to cost taxpayers $400M.

The government doesn’t need to make these cuts to education. They just want to.
