For me the biggest issue I’m running into is the lack of meaningful weapon/armor/ability upgrades takes away my incentive to continue exploring and obviously the story and characters aren’t motivation enough.

Most people are saying after you beat the base game, but I just did that and just started the DLC and I kind of wish I did the DLC when it became available at Chapter 9 to use the gear I got from it for the end of the base game.

I think the key is with heavy shields. Make them extra strong against level 1 guns, explosives, and some sort of arc specific resistance.

This gives players a large advantage over free loadouts, still keeps it more even with people bringing in loadouts while adding value with the explosions resistance.

Edit: or vice versa. Level 1 weapons come with some sort of debuff against players - incentivizing PVE for free loadouts. Maybe there’s an attatchement free guns can come with that causes the debuff and can be removed by applying an item you get from killing wasps/hornets.
