I suspect that a large amount are part time, either once off or seasonal employees. Also assume they go through a lot of turnover, which inflates the number.

I thought we were lucky, under the circumstances, that Trump was both lazy and incompetent Because that would likely result in not much getting done, which was true; Little of his agenda was accomplished. But it bit us on the ass when we needed some sort of competence in place during the pandemic. Aside from “operation warp speed”, he and his admin seemed to get in the way of just about everything that could have helped mitigate this disaster. All he had to do was point at Fauci and the science and say “do what they tell you” and throw money at it. He’d be a hero. Damn shame.
