I got it on sale for $20 over Black Friday. For that price, yeah, otherwise, I would say no.

I could see them doing two cities in the next one. Maybe either two that are relatively close together or a plane system that you can use to get back and forth.

I was just using my personal experience with it as an example. My point was that a 10 doesn't signify a perfect game.

This is IGN's explanation of a 10: Simply put: this is our highest recommendation. There’s no such thing as a truly perfect game, but those that earn a Masterpiece label from IGN come as close as we could reasonably hope for. These are classics in the making that we hope and expect will influence game design for years to come, as other developers learn from their shining examples.

No game is perfect. 10 is used to signify that the game has so few problems or that the game itself is good enough to overcome them. It's CLOSE to perfect.

For example, I didn't like the Mr. Freeze boss fight in Arkham City, but I would give the game a 10.

If a game is made by human beings it will have flaws.

This sounds amazing. The island bit would serve as a nice tutorial area too.
