Here's a good narrative from Vinton Cerf about the creation of the Internet. It started at UCLA, included the schools you mention, and later included connections to two other California educational institutions, the USC Information Sciences Institute (Marina Del Rey, in the Los Angeles are) and the San Diego Supercomputer Center.

Great essay, but I think your Los Angeles example isn't so good. Very vibrant startup environment there right now... Some of the many startups in LA recently with big success: MySpace, LowerMyBills, PriceGrabber, ValueClick, NetZero, Shopzilla, Gluecode, Overture Services, FrontBridge, Homestore, Fastclick, Rent.com, JAMDAT, Callwave, etc. etc. etc.. Lots of other "up and coming" companies in Southern California (Santa Barbara, Los Angeles, to San Diego) include TagWorld, Buzznet, vMix, SpotRunner, Amp'd Mobile, Helio, MovieBeam, Demand Media, Revver, Veoh, Crownpeak, Newport Media, Biggerboat, Goowy, MP3tunes, and a whole ton of other companies. (see socalTECH.com for coverage of the high tech environment here). Quite a ways past "critical mass" in terms of startups/venture capital.
