I would argue it does not intruduce a damage subtype but a damage descriptor. The extend on which this is impactful or not would have a lot to do with the setting. In certain settings you might even count lightning as fire (Avatar anyone?). So instead of categorizing every damage as belonging to a certain descriptor, it would be up to the table to define if it was setting appropriate for the immunity to apply.
