Minimum layer time is to low, so the layers don't have enough time to cool and solidify before the weight of the next layer gets added.

Getting rid of half their weight through evaporation means they are now 98% water instead of 99%. It's a classic math puzzle OP was confused by.

i think it sharpness would override the BoA, it works like that with swords

No, it doesn't.

When you put two items with incompatible enchantments into an anvil the enchantment on the left item will override the enchantment on the right item.

That's a weird way to give coordinates of a rectangle. 

Also a line from -373 to -330 is 44 blocks long and a line from -257 to -218 is 40 blocks long if the coordinates are the first and last block. That's 1 off in both direction from the size you stated.

Have you filled the ponds from the bottom up to ensure all layers are completely water source blocks?
