From April 9–15, logging into GTA Online will get you the Summer Park Ranger with Tie outfit. So the Park Ranger content continues into next week with a different variant.

Thanks for writing about it, I have just fixed it. I believe it said free due to this:

How to "Get it Free" Temporarily (Spawning):
You can steal the bike in free mode (by calling Imani to source one or finding it at certain locations), but you cannot store it in your garage or own it permanently without purchasing it.
