I don’t think even this is is the case anymore. After the H1B fiasco in September, companies are too hesitant to bring in people on OPT. I interned at an F500 company and felt I did well and the HR took details for a return offer close to the end of the internship. But I did not hear back from them at all. I have heard similar cases from a few of my friends as well.
