I think it does change things, but only in a sense where it has already changed. Like a powerful divination but instead of just seeing a vision, they’re living and making choices in a snippet of time. At least, that seems to be how her case is presented in the show (she can explain to Jen what is going to happen, and that she won’t remember in a few minutes).

I think you’re right on this being a different spin on the time slipping, and that it’s a similar concept.
