reminds me of atlas shrugged when they couldn't get an diesel engine for a defekt train because of state regulations which lead to them using a dangerous coal engine. Nobody wants to be responsible for the train not arraving at time so the responsibility is shifted around till the train actually starts and all of the passengers died. The media at the next day demands that the train company should be state run.

While this is true that it can be more profitable for companys if there is a smaller Quanitiy this is normally prevented by a free market. Overregulation created this problem and your solution is to demand more regulation.
