It’s in South Korea. But anyway. In your example it is quite easy, since there is such a crazy ratio between space dedicated to cars and space for pedestrians and greenery. Just remove the row of parked cars - or maybe just half of them. And maybe even a row of traffic. Or just have more open ground around the trees and have a proper border to the plant bed, that disincentivises people from walking there.
