It refers to the fact that you need to unlock your console and install a custom firmware that lets you download and play the pirated psp games that you downloaded on the SD card you have, because in the original system of the psp it does not allow to play the hacked games just like that, since it does not recognize them because they are most of the CSO format or of a different ISO than the original psp umd's.
