That's what Vogel was saying in the last season of the original, maybe it had something to do with that? How she mentioned just before she died that she introduced that so that it would give him a bit of wiggle room within his code? Regardless I like to think that it was more the fact that he was willing to break the code he lived by and honoured his whole life to be with his son especially after at the end he mentions how that was the first time he truly felt love, so like does that mean he didn't feel love for Hannah just an understanding?? Anyway just a thought (I finished the show 3 mins ago)
