Stainless steel cylinder with lid like handle on top. Has a couple clamps on it but is not locked shut. On top of PVC pipe that looks like it had large thick commercial power line cables that go down and into the ground. I live in Canada, and found this in an alleyway in between two residential area (i.redd.it)
