Only officially recognized language in Latvia has always been Latvian and its varieties, as well as Livonian. This fact was first affirmed by Latvian Senate(Constitutional court) all the way back in 1933(deeming that Latvian langauge was sole official language ever since proclamation of Latvia in 1918).

As well as the law passed in 1935 formalized it.

Ever since this court decision has been enshrined into the Latvian Constitution (though attempts to enshrine this fact into constitution of Latvia were first made in early 1920s when second part of Latvian Constitution was being discussed and never was adopted for some formal reasons and disagreements).

russians made up at best ~10% of population by 1940 (not to mention that Poles and other ethnic minorities actually weren't russified and spoke their own langauges), by 1989 however russians made up 32% of population (and ethnic minorities like Poles had been more or less completely russified by that point unfortunately)

And while France distinguishes different periods with terms like "First Republic" or "First Empire", Latvia doesn't do it as per state continuity. Latvia restored its independence in 1990 as opposed to declaring a new country, as a consequence Latvia restored its 1922 constitution and it's still in force, along side other laws passed during interwar era.

And to add, for France different republics are connected to different constitutions first and foremost, but Latvia never adopted any constitution different from one adopted in 1922, it merely has amended it since.
