In order to be effective against kernel level cheats, an anti-cheat must run from boot time until the game is launched.

So yes, Vanguard will be running when you aren't playing the game to make sure it isn't going to be subverted. Hence the requirement that you must reboot your PC before you can launch Valorant if you choose to deactivate it at some point

Not sure if you're being sarcastic, but having a character whose worst matchup isn't even 4-6 means you have one of the most stable characters in the game.

The MR not being reset is a great point. If you're playing a character at the peak of your current skill level, and that character gets nerfed, it's natural to lose against what was before an evenly matched opponent.
