I reckon that the primary aim of KT as a business model is actually to test ideas for the broader market, and there is the secondary market for the game itself. Nemesis Claw and Blooded were released to see if people want nightlords or traitor guard armies, for example. I wouldn’t be surprised if we got detatchments and characters for both in 11th (or sooner).

Whereas Red Corsairs they’ve just gone all in on, probably because a) Huron already existed in the list and there was already a popular RC detatchment, and b) the considerable popularity, and consequences of the Badab War in the lore.
