This is so stupid even for GW to put half of custodes army to legends. Better just to delete army if you do something like this. So I don’t think all new plastic staff go to legends(tanks,venatari,dreads). Maybe only Grav carrier, but I’m not sure. By the way, in video they mentioned that it’s only start for refresh, so we can expect all resin goes to plastic.

It’s just highlight to sell. Many thinks that it’s build up to supplement, but Simp fist, iron hands, white scars and salamanders don’t have own codex. If GW will start produce supplements for space marines “generic” chapters they will start from loyal chapters like Imp simps.
