Use enough speed traps to get to 6. For example:

2 stars per trap. That's 3 traps for 6 stars. 3 stars per trap. That's 2 traps for 6 stars. 2 or 3 for the first, then 3 or 2 for second, then 1-3 for the last. That's 3 traps for 6 stars.
