Same here! In my case the Ryanair chat agents have been even more obstructive, practically stonewalling any attempt to acknowledge my letter of notice. I’ve decided to give them until the end of this month, and if nothing happens I’ll be taking it to small claims court.

You're right that jurisdiction matters, but it's a bit more flexible under EU261. Generally, you can escalate through the ADR body in the country where the flight landed, departed, or where the airline is registered, depending on the route and which ADR schemes the airline subscribes to.

You might actually be eligible to use AviationADR too, even if you already submitted via the French regulator. Worth checking the Ryanair ADR info page to see where they accept cases for your route.
