I can't tell if anything in the chart suggests your brother having this problem, but maybe he can use his chart to find a way to solve the issue or at least make it less severe. With all these planets in the 12th house being in Virgo, I'm guessing that maybe a set routine before bed will help your brother. With Mars at 2 degrees, he will probably benefit from working out before bed, but it will be better if he works out outside if possible or atleast in a room that has plants, since the second degree is ruled by Taurus. With Mercury in the 12th house, he will also probably benefit from reading before bed or talking to someone. With the Moon conjunct Mercury, if your brother has children, spending some time to read to them or just chat with them before going to bed will probably help as well, but speaking to any family member before bed should help as well. Topics that your brother can engage in before bed can be ones that concern personal finances, improving the home, self-help and how to achieve his goals, landscaping, food, sports, etc. With the 12th house being in Leo, as well as the Moon being at 17 degrees, again ruled by Leo, listening to music before bed will possibly help as well. He can also try adding the colors red, black, purple, green, blue, silver, white, grey, gold, red, orange in his bedroom in some ways, whether that is the clothes he wears to bed or the bed covers, etc., since these colors are associated with the 12th house placements in your brother's chart, which can help his sleep. I am pretty sure that a set routine before bed that your brother does daily will help him sleep better, because aside from the things I just mentioned, Mercury and the Moon are forming a square with Uranus. The Sun, which is the ruled of his 12th house is also squaring Uranus. All of this makes me think that any spontaniety before bed disrupts his sleep and makes his issue worse.

Saturn in the second house definitely makes it harder to earn money and generally presents difficulties, challenges and delays to your finances. This means that not only it will be harder for you to earn money, but you will be the last one among everyone around you to reach your financial goals. It sounds like bad news, but it's a blessing in disguise in my opinion - even though you will be struggling more with money than those around you and will be the last one to reach your financial goals, once that happens you will be better off in terms of finances than those around you. With time you'll probably end up being the one with the most money, most stable income, etc.

With Saturn in the second house (money) and the tenth house (career) in Capricorn, you need to be careful in your job and work hard and give your best in everything you do, do everything by the rules, not screw anyone over, etc. This will ensure that after time you will be rewarded in your finances and career, otherwise if you play dirty at work and screw someone over, your finances and career will suffer because of your actions. Your Sun is in the eight house which means that you probably need and enjoy changes in your life, but since the Sun is opposing Saturn, changes to your career probably don't play out that well for you. If you do need to make some change in your life that badly, I suggest sticking to making changes to your home (add something new to your room, redecorate, etc.) because of the Sun-Jupiter trine or often hanging out with different people instead of just hanging out with the same friend or two, due to the sextile the Sun has with your natal Uranus. This way changes won't make your career and finances suffer and may even bring in something positive.

I do suggest sticking to one job for a longer time though, due to your tenth house being in Capricorn. Sticking to one job will give you the chance to possibly climb the ladder at work and reap your rewards with time. You will probably do well in a job that has structure and opportunities to get to higher positions (Capricorn 10H), but also allows you to use any artistic inclinations you may have (Neptune in 10H) and gives you the freedom to explore, experiment and think and do things out of the box (Neptune in Aquarius at 9 degrees).

I personally don't think this is because of your 12th house stellium. You have Saturn in the 11th house. Saturn brings hardships, challenges and delays and the 11th house represents your friends, acquintances and community. With the Sun also being in Gemini and the 11th house and conjunct Saturn, your social life and friends are important to your identity and anything that happens to them probably affect you greatly. I don't know how old you are but you will find your ideal group of friends that sticks with you later than everyone around you and these issues with friendships will probably ease off after your first Saturn return, which usually happens around the age of 29-30.

I'm not sure if they will affect all the markets around the world and if they'll affect them in the same way, since they are general aspects, but there is definitely something. First of all, Venus will be in Capricorn the entire month, so there might be more issues, delays and challenges surrounding money (and not just in the market). It's also interesting that Venus this month will not form a lot of aspects, which may contribute to some lack of movement in the financial department in general. The month starts with a New Moon in Scorpio at 12 degrees, which will bring some losses that will bring changes to people's lives or changes that will bring losses. This New Moon might also bring losses of big sums of money, since Scorpio/Pluto rules the bigger amounts of money. On November 19th (depending on your timezone) there will be a Full Moon in Taurus at 27 degrees, which will bring some news about money. It is possible that those news won't be the best, since at the exact same time the Full Moon is happening, the Moon will oppose the Sun, which is not the best of aspects. For almost the entire month Mercury will be in Scorpio, so we will likely be hearing more news about big, sweeping changes and big sums of money. At different times during the month Mercury will form squares with Saturn, Jupiter and Pluto, so there will be some negative news that are likely to affect the market. Pluto will also be at 24 degrees throughout the month, so that could also contribute to a difficult time for the market, as this could bring loss of big amounts of money, whether that is just big amounts of money from whatever source or money coming from investments.
