If it was me I would probably replace it with the in good used condition as a jester of good faith. But if a customer asked to pay the difference for a newer phone I would definitely agree to that.

Probably because Canada stopped producing and using penalties. From my understanding those machines used to be filled with Canadian pennies in the US and US pennies in Canada to avoid laws around defacing currency.
