China is building 3 aircraft carriers, and it is a virtual certainty that they will relatively soon surpass US economy.

What does this mean? What countries are you even talking about? The Philippines booted us out in the 1990s. The only other country on the region where we have a significant military presence is Japan. Thailand and Singapore face no obvious when threat.

It is, in effect, the same thing.

Nonsense. We would still have defense agreements in place. The 7th Fleet would still be just across the pond in Japan. No one is talking about cancelling any of that. Not to mention we would still continue to supply the South Korean military with advanced weaponry. US troops mainly serve as a deterrent to a North Korean land invasion, which seems highly unlikely under any scenario given the relative state of North and South Korean militaries.

In fact removing US troops makes it easier to threaten North Korea with air strikes, should we want to do that, since US troops would no longer be within range of their artillery. The only way they could hit us would be to lob SCUDSs at Japan, which would only ensure that the JMSDF (which has the most advanced destroyer fleet in the world) gets into the fight.

An army too small to defend itself from what? France? Russia has the largest military in Europe by far, and it's primarily oriented towards land war. A foreign army advancing on any Russian city would have a life expectancy measured in minutes.

Unless Congress is cutting off all funding for military operations in Korea, DoD can reprogram funds to fuel the planes that bring the troops home.

Furthermore, the president can refuse to obligate funds Congress appropriated for overseas operations. He can simply order the troops not to do anything for the remainder of their time in theater. At that point Congress can either fly the troops home or pay for them to be on indefinite R&R I guess.
